This concurrent resolution directs the Public Employees' Benefit Insurance Program (PEHP), which provides health insurance for state employees, to establish the "Weight Management and Obesity Pilot Program" starting in the 2026 plan year. This new program will modify the existing bariatric surgery pilot program to include an alternative treatment pathway using GLP-1 drugs, a class of medications currently covered by PEHP for diabetes but not for obesity. The resolution outlines specific parameters for this GLP-1 pathway, including that it will be administered on a reimbursement basis with members paying 50% of the cost, a monthly pharmacy expense cap of $300 per member, and a coverage limit of 24 months. Importantly, existing coaching and participation requirements from the bariatric surgery program will also apply to the GLP-1 pathway. Members in the new program can choose between bariatric surgery or the GLP-1 treatment, with the option to switch to bariatric surgery if they discontinue GLP-1 treatment within six months. The program must operate within the existing pilot program's adjusted annual budget of $1,050,000, and PEHP is required to report on the program's results to a legislative committee annually until 2028.
