This bill amends existing law to limit automatic voter registration to applicants seeking a REAL ID-compliant driver's license, identification card, or permit, which requires proof of legal presence in the United States. Previously, automatic voter registration was available to all applicants for standard driver's licenses, examination permits, probationary driver's licenses, or non-driver identification cards. Under this bill, individuals applying for a standard license or identification card, who cannot provide proof of legal presence, will no longer be automatically registered to vote when they apply for these documents at the Motor Vehicle Commission. The bill also clarifies that the term "eligible applicant" for automatic voter registration now specifically excludes those applying for a standard license or identification card.
