Utilities can also seek information from non-utility facilities about surplus interconnection service, and the commission is encouraged to promote its inclusion in these plans. If the commission finds that deploying surplus interconnection service is cost-effective based on the utility's analysis and action plan, it will approve the utility's recovery of the associated prudent costs.
