This bill, effective upon passage, allows motor vehicle owners, starting September 1, 2026, to designate beneficiaries on their vehicle's certificate of title, enabling the transfer of ownership and registration to those beneficiaries upon the owner's death without the need for probate, provided there are no outstanding liens. The Department of Motor Vehicles (DMV) will be required to update its title forms to include this "transfer-on-death" designation, which can also be established through a separate document if the title itself doesn't have the space. This new provision supplements existing laws that generally transfer a deceased owner's vehicle to their surviving spouse, and it clarifies that the designated beneficiary has no interest in the vehicle until the owner's death, and that this designation is not a will.
