Bill Summary
This bill requires certain State agencies, certain municipalities, and certain other entities involved in this State's efforts to host the 2026 FIFA World Cup to submit reports documenting their implementation of the commitments made pursuant to the NY/NJ Human Rights Report, as guided by the FIFA World Cup 2026 Human Rights Framework. The World Cup, taking place in the United States, Canada, and Mexico, and for which MetLife Stadium in East Rutherford, New Jersey, will host the final match on July 19, 2026, presents an enormous economic and cultural opportunity for this State. However, it is well documented that events such as the World Cup pose challenges concerning the health, safety, and welfare of local residents, event-related workers, and international visitors. To that end, as part of the host city selection process, New Jersey and New York City jointly submitted to FIFA the NY/NJ Human Rights Report in June 2021. The report contains detailed descriptions of commitments, prior to and during the World Cup, from State agencies and others concerning efforts to safeguard human rights, the freedom of expression, and workers' rights and labor standards; ensure public safety, diversity, equity, inclusion, disability access, and equal opportunity; prevent human trafficking and discrimination; and encourage fair housing and community engagement. In addition, in June 2024, FIFA published its FIFA World Cup 2026 Human Rights Framework as a guidance document for the implementation of human rights plans by host cities and other local authorities. Under the bill, within 30 days, all State agencies involved in developing the NY/NJ Human Rights Report, as well as certain other relevant entities, are required to submit an initial report to the Governor and the Legislature concerning: (1) a survey of actions taken to implement the commitments made pursuant to the report since 2021; (2) an evaluation of the effectiveness of the actions taken to date; and (3) plans for continuing implementation prior to and during the World Cup. Additionally, within 30 days after the final World Cup match, July 19, 2026, these agencies and entitles are required to submit a final report with an evaluation of the effectiveness of the implementation of the commitments made. The bill also requires all municipalities in this State where an official World Cup related event will take place, such as matches, Team Base Camps, the Fan Zone, and the Fan Festival, to prepare a local human rights plan to manage the impact of the World Cup on the municipality. These local human rights plans are required to be submitted to the State's Chief Diversity Officer within 30 days of the municipality being designated as the location of an official World Cup related event, and will be published online. Additionally, within 30 days after the final World Cup match, July 19, 2026, these municipalities are required to submit a follow up report with an evaluation of the effectiveness of the implementation of the plan.
