This bill requires a State monitor to be appointed in a school district if the percentage of the school district's revenue derived from State aid is 70 percent or greater of total revenue according to the most recent information reported in the Department of Education's Taxpayers' Guide to Education Spending. A monitor appointed pursuant to the bill's provisions is to have direct oversight of a board of education's business operations and personnel matters and generally have the same powers as a State monitor appointed pursuant to current State law known as the "School District Fiscal Accountability Act."
