Bill Summary

This bill authorizes the Chief Administrator (chief administrator) of the New Jersey Motor Vehicle Commission (MVC) to issue a Marine Corps Scholarship Foundation license plate. The design of the license plate is to be chosen by the chief administrator, in consultation with the Marine Corps Scholarship Foundation. In addition to all fees otherwise required by law for the registration of a motor vehicle, there is an application fee of $50 and an annual renewal fee of $10 for the Marine Corps Scholarship Foundation license plates. The additional fees are to be deposited into a special non-lapsing fund known as the "Marine Corps Scholarship Foundation License Plate Fund." The proceeds of the fund are to be annually appropriated to the Marine Corps Scholarship Foundation and used to support the organization's mission of providing scholarships to Marine Corps families. The bill also provides that the Marine Corps Scholarship Foundation, other concerned organization, and individual donors may contribute monies to be used to offset the initial costs incurred by the MVC for the Marine Corps Scholarship Foundation license plates. The chief administrator is responsible for publicizing the availability of the license plates on the commission's website. The Marine Corps Scholarship Foundation or any individual or entity designated by the foundation, may also publicize the availability of the license plates in any manner the foundation deems appropriate. The Marine Corps Scholarship Foundation has provided over 30,000 scholarships for post-high school education to the sons and daughters of Marines since 1962. Scholarships are awarded to all eligible students of active duty, retired, or honorably discharged Marines and Navy Corpsmen. Special consideration is given to the children of wounded and fallen Marines and those with demonstrated financial need.

AI Summary

This bill authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission (MVC), which is the state agency that handles driver's licenses and vehicle registrations, to create and issue special license plates for the Marine Corps Scholarship Foundation. These plates will feature a design chosen by the Chief Administrator in consultation with the foundation, which has a long history of providing scholarships for post-high school education to children of Marines and Navy Corpsmen, with priority given to those from families with financial need or those affected by injury or loss. In addition to standard vehicle registration fees, owners will pay a one-time $50 application fee and a $10 annual renewal fee for these special plates. All these additional fees will go into a dedicated fund called the "Marine Corps Scholarship Foundation License Plate Fund," which will be used annually to support the foundation's scholarship mission. The bill also allows the Marine Corps Scholarship Foundation, other groups, and individuals to contribute money to help cover the initial costs the MVC incurs for producing these plates, and the MVC will publicize the availability of these plates on its website, with the foundation also encouraged to promote them.
