This bill prohibits the New Jersey Economic Development Authority (authority) from issuing any form of financial assistance, including grants, loans, loan guarantees, tax credits, or other subsidies, to support the development or operation of a wind energy project. Specifically, the bill amends existing law governing the following programs to remove eligibility for wind energy projects: (1) the Global Warming Solutions Fund; (2) the Emerge Program; (3) the Garden State C-PACE program; and (4) the New Jersey Angel Investor Tax Credit program. The bill also provides that the authority may not provide other forms of financial assistance to support the development or operation of a wind energy project. The bill also repeals a statute that currently provides for the authority to issue tax credits for offshore wind projects, including awards of certain unused Emerge Program or New Jersey Aspire Program tax credits for this purpose.
