Failure to comply will result in escalating civil penalties, starting at $1,000 for a first offense, $2,500 for a second, and $5,000 for subsequent offenses, with each day of violation counting as a separate offense, and these penalties will be enforced through civil court proceedings under the "Penalty Enforcement Law of 1999." The law will become effective seven months after it is enacted.
