This bill amends existing laws to prohibit health insurance carriers, including hospital service corporations, medical service corporations, health service corporations, prepaid prescription service organizations, health insurers, and health maintenance organizations, from withholding payment for all or part of a claim while they are trying to gather information about other insurance coverage that a person might have, known as "coordination of benefits." This means that even if a carrier suspects another insurance plan is primary, they cannot delay paying the claim based on that suspicion alone. The bill also clarifies that "good cause" for believing other insurance exists is no longer a valid reason to deny payment during this information-gathering process.
