Bill Summary
This bill requires the State Board of Education to establish a program permitting the State Board of Examiners to issue a temporary five-year teaching certificate to a veteran who is enrolled an educator preparation program at a regionally accredited four-year institution of higher education in the State provided that the veteran: (1) has completed no less than four years of military service; (2) has completed a minimum of 60 college credits; and (3) has achieved a passing score on any applicable subject matter knowledge exams. Under the bill, the temporary certificate will permit a board of education to employ a veteran in a full-time or part-time teaching position as long as the temporary certificate is valid. Also under the bill, an educator preparation program will accept as fulfillment of its clinical practice requirement, the teaching experience obtained by a veteran hired by a school district pursuant to this bill. This bill defines "veteran" as an individual who served on active duty in the Armed Forces of the United States, a Reserve component thereof, or the National Guard, and who was honorably discharged or released under honorable circumstances from active service.
AI Summary
This bill establishes a temporary five-year teaching certificate for eligible veterans, allowing them to teach in New Jersey schools. To qualify, a veteran must have completed at least four years of honorable military service, earned a minimum of 60 college credits, and passed any required subject matter exams, all while enrolled in an educator preparation program at a state-accredited four-year college or university. A "veteran" is defined as someone who served honorably on active duty in the U.S. Armed Forces, its Reserve components, or the National Guard. This temporary certificate enables school districts to hire these veterans for full-time or part-time teaching positions, and the teaching experience gained will count towards fulfilling the clinical practice requirement of their educator preparation program. The State Board of Education will create the necessary rules to implement this program.
