This bill requires every public utility that provides services to residents and businesses in the state to have a physical customer service operation located within the state, which must be adequately staffed to handle public expectations. This operation will be responsible for answering customer questions, meeting with customers, accepting bill payments, and performing any other duties that the public utilities commission, a regulatory body overseeing utilities, may assign. The bill will become effective immediately upon its passage.
