Bill Summary

This bill amends the "School Funding Reform Act of 2008" (SFRA), P.L.2007, c.260, to require that the county-level geographic cost adjustment (GCA) established by the Department of Education is greater than or equal to 1.0 for all counties. The purpose of the GCA is to reflect differences in the cost of providing educational services that are outside the control of the district and consequently leads to increases in State aid in some districts and decreases in others. Under current law, 12 counties, Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Monmouth, Ocean, Passaic, Salem, Sussex, and Warren Counties, have a GCA of less than 1.0.

AI Summary

This bill amends the School Funding Reform Act of 2008 to ensure that the geographic cost adjustment (GCA), which is a factor used by the Department of Education to account for differences in the cost of providing educational services across counties, is at least 1.0 for all counties. Currently, some counties have a GCA below 1.0, which can affect state aid. This change aims to provide a minimum baseline adjustment for all counties, impacting calculations for adequacy budgets, special education categorical aid, and security categorical aid. The bill will take effect immediately and apply to the 2018-2019 school year.
