AI Summary

This bill prohibits any institution of higher education, including its various parts and endowment funds, from receiving state funding if it engages in boycotts or divestments related to Israel. Specifically, institutions that boycott Israeli goods, businesses, or companies operating in Israel or Israeli-controlled territory, or divest from companies due to their support of Israel, or participate in the Boycott, Divestment, and Sanctions (BDS) movement—a global movement aiming to pressure Israel through boycotts, divestments, and sanctions—will be barred from receiving state operating aid, proceeds from state-supported revenue bonds issued by the New Jersey Educational Facilities Authority, proceeds from state general obligation bonds, or state student assistance and scholarship funds administered by the Higher Education Student Assistance Authority. The bill clarifies that "boycott" means actions intended to penalize or limit commercial relations with Israel, "divestment" means selling or withdrawing investments from a company, and "sanctions" refer to governmental or international attempts to limit trade or relations with a state. However, the bill does not prevent the sale or withdrawal of investments for prudent economic reasons.
