This bill establishes a class size limitation within Utah's public education system, defining a "class" as a group of students assigned to a teacher for instruction in a specific subject or subjects during a particular period, but excluding "large-group classes" like choir, band, orchestra, or physical education in secondary grades (6-12) that have adequate supervision and facilities. Generally, Local Education Agencies (LEAs) or schools cannot assign more than 25 students to a class, with exceptions if a paraeducator or teaching aide is present for the majority of the class time, or for online schools or courses using an asynchronous learning model. If unexpected enrollment changes make immediate compliance impossible after the school year begins, an LEA governing board can approve a temporary variance for the rest of the term, provided they have a plan to return to compliance and notify parents of the variance and the steps being taken. The State Board of Education will create rules for LEAs to document compliance and report class sizes, and may also designate additional secondary grade class types suitable for large-group instruction that are exempt from the 25-student limit. This bill takes effect on July 1, 2026.
