Bill Summary

This bill requires the Commissioner of Corrections, in consultation with the Department of Health and Human Services, to conduct a study on health care services in correctional facilities to evaluate any gaps in such services. The study may include, but not be limited to: 1) on average, the response time, and resolution time for addressing any health-related concern or medical requests made by an incarcerated person; 2) an evaluation of the per day visits made by medical staff for pain-management, management of acute discomfort, or overall patient care from an illness or serious injury of an incarcerated person; and finally 3) any identifiable gaps in the quality of medical services provided and the reasons for these gaps. The commissioner will submit a written report, within one year of the effective date of the bill, to the Governor and the Legislature, with the findings of the study and legislative recommendations.

AI Summary

This bill mandates that the Commissioner of Corrections, working with the Department of Health and Human Services, conduct a comprehensive study to identify any shortcomings in the healthcare services provided within correctional facilities. The study will examine crucial aspects such as how quickly health concerns and medical requests from incarcerated individuals are addressed and resolved, the frequency of medical staff visits for managing pain, acute discomfort, or providing care for serious illnesses or injuries, and any specific deficiencies in the quality of medical services and the underlying causes for these issues at each facility. Within one year of the bill becoming law, the Commissioner must submit a report detailing the study's findings and any proposed legislative changes to the Governor and the Legislature.
