This bill requires that if a road, highway, or street is bordered on opposite sides by areas governed by two different municipalities (which includes counties, cities, or other political subdivisions), those municipalities must enter into a written cost-sharing agreement to divide responsibilities for its improvement, operation, and maintenance. This agreement must cover aspects like roadway construction and upkeep, drainage, signage, utilities, and other related public services. For roads already in this situation by July 1, 2026, the agreement must be finalized by January 1, 2027; for roads that become subject to this requirement later, the agreement must be made within 180 days. The bill also stipulates that no municipality can make significant improvements to such a road unless it's permitted by or aligns with the existing cost-sharing agreement. This new requirement is intended to supplement, not replace, existing laws on the subject.
