This bill establishes a new special license plate program in Arizona for a "kindness charity." To implement this program, a person must pay $32,000 to the Department of Transportation (the department) by December 31, 2026, and this person will also design the plates, subject to departmental approval. A portion of the $25 fee for these special plates will be an $8 administration fee, with the remaining $17 designated as an annual donation. The administration fees will go to the state highway fund, while the donations will be deposited into a newly created "kindness charity special plate fund." This fund will be administered by the director, with the initial $32,000 implementation fee being reimbursed first. Up to ten percent of the fund's annual monies can be used for administration, and the rest will be allocated annually to an entity that has been in existence since 2003, has at least one thousand active volunteer members, and whose mission is to inspire intentional kindness through art, education, and community connection. The bill also makes conforming changes to existing statutes regarding special plates and the state highway fund to include references to the new kindness charity special plates and their associated administration fees.
