This bill requires electric public utilities to create and implement special rules for "large load customers," defined as commercial customers with a monthly electricity demand exceeding 100 megawatts, to ensure that regular customers are not burdened with increased costs. Additionally, the tariffs should encourage energy efficiency and heat utilization by these large customers. The Board will review these applications and approve tariffs that comply with the law, and utilities must apply the approved tariffs to large load customers one year after the bill's effective date. The Board has the authority to determine if a facility qualifies as a large load customer and can approve rate filings that relax certain requirements if the customer demonstrates sufficient operational flexibility or commits to bringing additional energy sources online.
