This bill mandates that the New Jersey Motor Vehicle Commission (MVC) issue special windshield stickers to identify electric vehicles that are exempt from emission inspections. The bill defines an "electric vehicle" as one powered solely by electricity without an on-board engine or generator, and that does not use hydrocarbon fuel to create electricity, specifically including plug-in electric vehicles but excluding plug-in hybrid electric and solar-powered vehicles. These stickers, which will be free of charge, will be designed in consultation with the Director of the Division of Highway Traffic Safety and must be displayed visibly. Owners or lessees must return the stickers within 30 days of selling or ending the lease of the vehicle. The bill also requires the Chief Administrator of the MVC to establish regulations for the stickers' size, placement, and other requirements, and it will take effect 13 months after enactment, allowing the MVC to prepare for its implementation.
