This bill would require the New Jersey Infrastructure Bank (NJIB) to adopt rules and regulations requiring a local government unit which receives a loan or guarantee for a project to establish a program to provide opportunities for businesses owned by members of the military or veterans, or their spouses, to supply materials and services for a contract. Under current law, the NJIB is required to adopt rules and regulations requiring a local government unit that receives a loan or guarantee for a project to establish an affirmative action program for the hiring of minority workers in the performance of any construction contract for that project and to establish a program to provide opportunities for socially and economically disadvantaged contractors and vendors to supply materials and services for the contract, consistent with the provisions of the "Law Against Discrimination," P.L.1945, c.169 (C.10:5-1 et seq.). This bill would expand the requirement to require a program to provide opportunities for businesses owned by members of the military or veterans, or their spouses, to supply materials and services for the contract.
