This bill requires the prior written approval of the Commissioner of Education for publicly funded out-of-State travel by school district employees and board of education members of certain school districts. The bill applies to school districts that according to the most recently available information derive 70 percent or more of the district's total revenue from State aid revenue sources. Under the bill, the superintendent of schools is to obtain the prior written approval of the commissioner in order for any school district employee to attend a publicly funded out-of-State travel event, provided that the superintendent has approved the travel pursuant to current law. The superintendent of schools is to obtain the commissioner's approval before seeking approval by a majority of the full voting membership of the board of education pursuant to current law. The bill also requires the board of education of a school district to obtain prior written approval of the commissioner in order for any board of education member to attend a publicly funded out-of-State travel event. The board is to obtain the commissioner's approval prior to obtaining the approval of a majority of the full voting membership of the board pursuant to current law.
