Furthermore, it requires sellers of non-agricultural birds to provide purchasers with the breeder's location and USDA license number, and if a broker is involved, that information must also be disclosed. Contracts that violate these disclosure requirements or demand non-refundable deposits are void, and sellers must refund money within 30 days. Violators face a $1,000 fine per violation, with higher fines for pet stores acquiring additional parrots from breeders or brokers during a one-year grace period. An advisory committee from specific parrot rescue organizations will help pet stores comply and confirm the ban's implementation.
