Bill Summary

This bill allows choice districts to increase enrollment in Interdistrict Public School Choice Programs to offset certain reductions in State school aid. Under the bill, if a choice district experiences a reduction in State school aid due to the provisions of P.L.2018, c.67, commonly known as "S-2," then notwithstanding any limitation established by the Commissioner of Education, the choice district may increase enrollment in its choice program. Thereafter, the choice district would be required to receive school choice aid for each additional student that enrolls in the choice program as a result of the bill. However, the bill provides that the enrollment increase could not exceed the number of students necessary to generate an increase in school choice aid sufficient to offset the reductions in State school aid that resulted from S-2.

AI Summary

This bill allows school districts that participate in the Interdistrict Public School Choice Program, referred to as "choice districts," to increase the number of students they accept into this program if they experience a decrease in their overall State school aid. This reduction in State school aid is specifically linked to a law passed in 2018, known as "S-2," which changed how school funding is calculated. Even if there are existing limits on how many students a choice district can enroll, this bill permits them to exceed those limits. The key condition is that the increase in enrollment cannot be more than what's needed to bring in enough "school choice aid" – a specific type of funding for these programs – to make up for the money lost due to S-2.
