This bill requires the Cosmetology Commission to allow out-of-state licensed individuals to substitute relevant work experience for a portion of the required educational hours when applying for a cosmetology, nail technology, or esthetics license in this state. Specifically, the commission must credit two hours of work experience as one hour of education, but this credit can only apply to half of the total required educational hours and only for work performed after the applicant was initially licensed. Applicants must provide documentation of their work experience, and the commission can deny a license if the applicant is deemed incompetent. If the work experience was gained more than five years prior to the application, the commission may require a safety and infection control course. This change aims to make it easier for experienced professionals from other states to obtain a South Dakota license by recognizing their practical skills.
