This bill authorizes the director of finance to issue general obligation bonds totaling $36,375,000 to fund various capital improvement projects within the thirty-seventh representative district for the fiscal year 2026-2027. These projects include significant upgrades and repairs at the Waiawa correctional facility, such as improvements to its fire sprinkler, wastewater, electrical, and plumbing systems, as well as the construction of a farm wash station, a visitor center, and boiler replacements. Additionally, funds are allocated for improvements at several elementary schools, including Lehua, Mililani Mauka, Mililani Uka, and Kipapa, which involve expanding drop-off areas, campus painting, playground upgrades, and covered playcourts. Pearl City High School will receive air conditioning for its career and technical education classrooms, while the University of Hawaii West Oahu will benefit from a campus master facilities maintenance plan, security upgrades for its academy for creative media, a veterans success center, irrigation system repairs, landscaping improvements, and general campus repairs including LED lighting upgrades. The bill also allocates funds for sidewalk widening at Mililani Middle School, infrastructure upgrades at the Mililani public library, and traffic and pedestrian safety improvements in Mililani and Waipi'o communities, including near Kipapa elementary school. The appropriations will remain available until June 30, 2028, and the act takes effect on July 1, 2026.
