The use of these kits is limited to emergency situations and must be under the direction of a prescriber (a doctor or other licensed professional who can write prescriptions) and a pharmacist, who will also be responsible for maintaining the kit's contents and ensuring proper control and record-keeping. The bill also clarifies that the Secretary of Health and Environment will jointly adopt rules with the State Board of Pharmacy to govern the contents, control, accountability, recordkeeping, and storage of these emergency kits, ensuring they are consistent with those used in state psychiatric hospitals.
