This bill prohibits the sale of certain consumer and household products containing regulated perfluoroalkyl and polyfluoroalkyl substances, commonly known as PFAS, starting January 1, 2028, with an immediate ban on products containing intentionally added PFAS. "Covered products" include textile articles, rugs, fabric treatments, cookware, ski waxes, architectural paints, cleaning products, and dental floss. Manufacturers are required to provide a certificate of compliance to sellers, assuring that their products do not contain regulated PFAS, and face penalties for knowingly providing false certifications. The bill also establishes penalties for violations, including civil fines of up to $1,000 per day for a first offense and up to $2,500 per day for subsequent offenses, and allows for injunctions to stop violations. Retailers are protected from violations if they relied in good faith on a manufacturer's certificate of compliance. The bill also makes conforming amendments to existing environmental conservation law regarding regulated substances.
