This bill mandates the Chief Data Officer to enhance the State's open data portal by developing and publishing an artificial intelligence (AI) chatbot, which is defined as a conversational software program using generative AI to simulate human-like interaction, and data visualizations to help the public find information about state services. The chatbot will be developed in phases with transparency, offering answers in English and Olelo Hawaii, including source links, disclaimers, and a way to connect users with a human if needed, while explicitly prohibiting legal or medical advice and preventing users from deleting collected data. Additionally, the Chief Data Officer will create a system to evaluate and select AI governance tools for state departments and agencies to ensure responsible AI use, and establish a mechanism for reporting and publishing the AI use cases and vendors employed by these entities. The bill also appropriates funds for the development of the chatbot, AI governance tools, new AI engineering and scientist positions, and improvements to the open data portal, with all provisions taking effect on January 1, 2077.
