This bill requires the Chief Data Officer to improve the State's open data portal, data.hawaii.gov, by developing and publishing an artificial intelligence (AI) chatbot and data visualizations to help the public find information about state services. An AI chatbot is defined as a program that can have conversations with users using natural language, simulating human interaction. The chatbot will be developed in phases with transparency, and its answers will be available in English and Olelo Hawaii, include source links, and clearly state they are AI-generated, with a way for users to connect with a human if needed; it will also be prohibited from giving legal or medical advice and will not allow users to delete collected data. Additionally, the Chief Data Officer must create a system to evaluate and select AI governance tools for state departments and agencies to ensure responsible AI use, and establish a way for these departments and agencies to report their AI use cases and vendors, which will then be published online. The bill also appropriates funds for the development of the chatbot, AI governance tools, new AI engineering and scientist positions, and improvements to the open data portal, and mandates that this act takes effect on July 1, 3000.
