This bill establishes the "Early Childhood Education Investment Special Fund" within the state treasury, to be managed by the department of budget and finance, and will consist of legislative appropriations, grants, gifts, donations, investment earnings, and any other received moneys. The fund's purpose is to generate investment income specifically to support early childhood education programs, with the director of finance authorized to invest these moneys in market-based financial instruments according to state policies. The investment returns will then be transferred to the "early learning special fund," and the director of finance is required to submit an annual report to the legislature detailing fund deposits, investment choices, profit or loss, and amounts transferred. Additionally, the bill appropriates funds from the state's general revenues for the fiscal year 2026-2027 to be deposited into this new special fund, and the entire act is set to take effect on July 1, 3000.
