This bill authorizes the director of finance to issue general obligation bonds totaling $120,659,000 and appropriates these funds for fiscal year 2026-2027 to carry out various capital improvement projects within the eleventh representative district, which is a specific geographic area represented by an elected official. These projects include the design and construction of a South Maui water reuse system, repairs to the Kihei small boat harbor, equipping a kitchen at Kulanihakoi High School, planning for a Kihei bypass to improve emergency egress and traffic, planning to relocate the Kihei public library out of a flood zone, installing air conditioning and repairing the roof at Kamalii Elementary School, constructing a special education classroom at Kihei Elementary School, developing an athletics complex and a grade-separated school crossing at Kulanihakoi High School, repairing rock walls and mitigating storm damage, and expanding facilities for the Kaho?olawe Island Reserve Commission, including an educational center and boathouse, as well as dredging the Kihei boat ramp basin. The appropriations will not lapse at the end of the fiscal year but will do so on June 30, 2028, if unencumbered, and the act takes effect on July 1, 2026.
