AI Summary

This bill establishes a new "Green Fee Special Fund" to receive a portion of the revenue generated by the "green fee," which is a climate impact fee designed to protect Hawaii's natural resources and mitigate climate change effects. It also creates several other special funds, including ones for watershed protection, biodiversity, fire resilience, aquatic resource conservation, cesspool conversion loans, and coastal restoration, all of which will also receive allocations of green fee revenues. The bill mandates that the Governor must request funding for specific climate change and tourism destination management projects through a separate bill, not part of the main budget, for an amount that approximates the green fee revenues remaining after allocations to these various funds.
