This bill establishes the Office of Homeless Youth Prevention and Protection within the Department of Community Affairs to address the needs of young people, defined as individuals not more than 25 years old, who lack stable housing. The office will be led by a director appointed by the commissioner and will be responsible for coordinating state agencies, local governments, and community partners to improve the safety, health, and welfare of homeless youth. Key responsibilities include developing statewide recommendations to address policy and service gaps, establishing programs to reduce youth homelessness and promote permanent housing, and collecting data on the issue. The office must also publish annual reports detailing progress, deficiencies, and recommended actions. An advisory committee, composed of social workers, representatives from state agencies, legislators, youth with lived experience of homelessness, and caregivers, will be established to consult with the office. The office is set to become operational by January 1, 2027, and its effectiveness is contingent upon specific funding being appropriated by the General Assembly.
