This bill establishes regulations for "portable solar generation devices," which are defined as movable solar power units with a maximum output of 1.2 kilowatts that plug into a standard 120-volt outlet and are primarily intended to reduce a user's electricity consumption from utility companies, while also including safety features to prevent energizing the building's electrical system during a power outage. These devices are specifically intended for use within condominium units organized under Hawaii Revised Statutes Chapter 514B, and they will not be subject to net energy metering or interconnection requirements, nor will electric utility companies be able to charge fees or require additional equipment for their use, nor will they be liable for any damages caused by these devices. The Public Utilities Commission (PUC) is mandated to create a free online registration system for these devices, and the bill clarifies that these portable devices are now considered a type of "solar energy device" for the purposes of condominium regulations, but are excluded from the definition of "renewable energy system" and "eligible customer-generator" under existing laws. Furthermore, the PUC is required to submit reports to the Legislature on the use of these devices.
