This bill requires a transportation broker, which is an entity that arranges transportation services, to contract with at least five transportation providers to offer nonemergency medical transportation to Medicaid members, meaning individuals receiving government-funded health insurance. These transportation providers must have at least three years of experience, operate a dispatch center with driver monitoring, maintain a physical office, have a website for online booking, and implement driver training, vehicle inspections, and substance use testing for drivers. The transportation broker will be responsible for all scheduling, transportation, and billing, maintaining detailed records, conducting annual performance reviews of providers, and promptly resolving any client complaints, while also using daily inspection sheets for vehicles. Furthermore, for nonemergency medical transportation trips of 52 miles or more, the state department must pay the transportation provider within 14 calendar days of receiving the claim. Medicaid members will also have the ability to preapprove their nonemergency medical transportation and select a preferred provider. Any disputes between a transportation provider and the broker or member can be resolved by the state department, which can also adopt rules to implement these provisions.
