This bill modifies the Public Land Trust Working Group, which was established to address the State of Hawaii's trust responsibilities to native Hawaiians regarding public lands and their revenues. The bill expands the membership of the Working Group to include appointees from the Governor, the Office of Hawaiian Affairs (OHA), the State Senate, the State House of Representatives, and a non-governmental community member, and clarifies its responsibilities to oversee tasks related to the public land trust inventory and financial reporting. Crucially, the Working Group is now required to submit four specific reports to the Legislature: a first interim report by August 1, 2027, on financial reporting and accounting related to Act 178 (a 2006 law concerning public land trust revenues), a second interim report by December 1, 2027, on the public land trust inventory, a third interim report by June 1, 2028, with preliminary findings and recommendations on both financial reporting and the inventory, and a final report by October 1, 2028, that includes proposed legislation. The Office of Hawaiian Affairs is authorized to provide administrative support to the Working Group, working in conjunction with a third-party consultant, to ensure the accuracy and completeness of the data and reporting related to the public land trust.
