This bill directs the Wyoming Department of Health to seek approval from the Centers for Medicare and Medicaid Services (CMS) to offer higher Medicaid reimbursement rates for maternal services provided in rural and frontier areas of the state. Eligible providers include obstetrician gynecologists, family physicians providing obstetrical care, midwives, general surgeons providing cesarean section backup, and other providers determined by the department, as long as they are enrolled in Medicaid and have privileges at a labor and delivery facility. The primary goals of these enhanced rates are to improve access to prenatal, labor, and postpartum care, reduce maternal and infant health problems, and maintain the availability of obstetric providers in rural Wyoming. The bill also appropriates $1 million from the general fund and $1 million in federal funds to the Department of Health for this purpose, with these funds to be used between July 1, 2026, and June 30, 2028, and requires the department to report on the costs and any recommendations for modifications by October 31, 2027. The Department of Health is also tasked with creating any necessary rules to implement the act, which will become effective once the state plan amendment is approved by CMS, with certain sections taking effect immediately upon the bill becoming law.
