This bill authorizes the director of finance to issue general obligation bonds totaling $81,324,000 to fund various capital improvement projects within the sixth senatorial district for the fiscal year 2026-2027, with specific allocations for projects such as relocating the Kihei Library outside of a flood zone, planning for the Kihei Bypass Road, constructing an ADA-compliant crossing and athletic complex at Kulanihakoi High School, upgrading HVAC and roofing at Kamalii Elementary School, building a special education classroom at Kihei Elementary School, repairing rock walls for storm mitigation, fencing to protect watershed resources from feral ungulates, developing an educational center and expanding facilities at the Kahoolawe Island Reserve Commission, repairing the Kihei Boat Ramp and dredging its basin, relocating surf stairs and repairing a seawall at Lahaina Small Boat Harbor, and performing maintenance dredging and replacing docks and fenders at Maalaea Small Boat Harbor, as well as a preliminary engineering report for a reused water system in South Maui; these funds will be managed by the departments of accounting and general services, transportation, education, and land and natural resources, and the appropriations will not lapse at the end of the fiscal biennium but will lapse on June 30, 2028, if unencumbered, with the Act taking effect on July 1, 2026.
