This bill designates November 7th of each year as "Victims of Communism Day" in Georgia, a day to honor the over 100 million people who have died under communist regimes worldwide, recognizing the historical oppression and violence associated with ideologies like Marxism and the totalitarian dictators who implemented them. The bill mandates that the Governor may issue a proclamation for this observance, and importantly, requires public elementary and secondary schools to observe the day, with students in grades nine through twelve receiving at least 45 minutes of instruction on the topic starting in the 2026-2027 school year. This instruction will cover specific communist leaders and movements, such as Mao Zedong, Joseph Stalin, Fidel Castro, Vladimir Lenin, Pol Pot, and Nicolás Maduro, and the suffering, poverty, violence, and suppression of speech experienced by victims under these regimes. The bill also includes legislative findings detailing the human rights violations and suppression of freedoms characteristic of communist governments and acknowledges that Georgia is home to many victims and their descendants.
