This bill establishes a facilities relocation task force composed of representatives from various state and city departments, elected officials, and community organizations to investigate and address the disproportionate concentration of mental health facilities, clean and sober homes, homeless shelters, and supportive living homes, particularly along Oahu's Waianae Coast. The task force will identify the locations of these facilities, explore methods for more equitable distribution across Oahu, collaborate with stakeholders on issues like proximity to sensitive areas, transparency, and community engagement, and propose legislation and fiscal mechanisms to achieve fairer placement, with preliminary and final reports due to the legislature in 2027 and 2028 respectively. Additionally, the bill appropriates funds for the task force's work, which will be administratively supported by the Department of Human Services.
