This bill establishes the Hawaii Agricultural Transportation Assistance Program to help farmers and ranchers in Hawaii cope with high transportation costs, which are a significant barrier due to the state's geographic isolation. The program will have two main components: a reimbursement program for "geographically disadvantaged" farmers and livestock producers to offset costs for transporting agricultural products, inputs (like feed and fertilizer), and supplies, and a grant program to assist small-scale farmers, ranchers, food hubs, and producers in rural or underserved areas with transportation expenses related to producing and distributing their goods. A dedicated "Hawaii Agricultural Transportation Assistance Special Fund" will be created to hold appropriations, federal funds, and private contributions for these programs. The Department of Agriculture and Biosecurity will be required to report annually to the Legislature on the program's progress, impacts, and financial status, and funds are being appropriated to launch and operate these initiatives starting July 1, 2026.
