This bill authorizes the director of finance to issue general obligation bonds totaling $222,950,000 and appropriates these funds for various capital improvement projects within the thirteenth representative district for the fiscal year 2026-2027. These projects include strengthening or replacing the Honopou Bridge on Maui to meet modern emergency vehicle weight standards and improve resilience to climate impacts, establishing a biosecurity plan and inspection/quarantine facility on Molokai to prevent invasive species, and undertaking various improvements for public schools in the district. Additionally, funds are allocated for repairs to Hana Highway, construction of a taxiway and terminal improvements at Lanai Airport, improvements to the Molokai Airport terminal, repairs to Molokai highways affected by flooding and sea-level rise, removal of rumble strips from Molokai roads, and the construction of the Paia bypass. The appropriations will not lapse at the end of the fiscal year but will lapse on June 30, 2028, if unencumbered, and the act takes effect on July 1, 2026.
