This bill allows individuals applying for medical cannabis or their designated primary caregivers to make a one-time purchase of medical cannabis from a licensed dispensary even before their official registration is confirmed by the Department of Health, as long as they have submitted their certification form. This temporary authorization is intended to ease access for patients who might otherwise face delays in obtaining their medication, a situation that has contributed to a decrease in registered patients and a rise in illicit market purchases. The Office of Medical Cannabis Control and Regulation will be responsible for facilitating this temporary authorization, and the purchase will be limited to twenty-five percent of the standard dispensing limits. This change aims to improve patient safety and product safety by encouraging more people to use licensed dispensaries.
