This bill establishes a three-year pilot program, administered by the Coordinator on Homelessness, to create a safe sanctuary for unhoused women and young children under the age of ten. This designated location will provide essential services such as shelter, restrooms, showers, laundry facilities, meals, and storage, while also aiming to connect residents with housing, healthcare, and job training opportunities. The program will be managed in partnership with the Department of Human Services and the City and County of Honolulu, and will include provisions for residents to have pets and to potentially sleep in their vehicles. The Coordinator on Homelessness is required to report annually to the Legislature on the program's progress, impact, and expenditures, and $5,000,000 is appropriated for its implementation, with the program set to conclude after 36 months unless extended.
