This bill requires the State Auditor to conduct audits of Medicaid health care insurance contractors and the Department of Human Services, including its Med-QUEST division, at least every two years, with the first audits to be completed by January 1, 2027, and their reports submitted to the legislature at least twenty days before the start of the 2027 legislative session. These audits, referred to as "audit tracks," will examine contractor and provider practices, financial management, data accuracy, and compliance with program rules, as well as the department's data governance, internal processes, and adherence to federal program integrity requirements. The bill also appropriates funds for the auditor to implement a multi-year audit schedule, conduct these audits, procure necessary expertise and tools, and support secure data handling, aiming to improve transparency, accountability, and program integrity within the state's Medicaid program.
