This bill amends existing law to limit fees charged by the spaceport authority, which is an entity responsible for developing and operating spaceports in New Mexico. Specifically, it modifies the powers of the authority by adding a provision that any annual rental fee for a project, which is defined as land, buildings, or improvements acquired for or associated with a spaceport, must be a fixed rate and cannot change based on market conditions, usage, or other factors. Additionally, it stipulates that any annual fee for general services and the use of common spaceport facilities for a rental customer cannot be less than seventy percent of that customer's annual project rental fee. These changes apply to contracts entered into after the bill becomes effective.
