This bill authorizes the director of finance to issue general obligation bonds, which are loans backed by the government's ability to tax, totaling $3,060,000 to fund various capital improvement projects, meaning significant construction or renovation projects, within the twenty-sixth representative district for the fiscal year 2026-2027. Specifically, funds are allocated for plans and construction of a fence and gates at Queen Ka?ahumanu elementary school, air conditioning and electrical upgrades at McKinley High School, ground stabilization and a new wastewater system with lunch and outdoor classroom areas at Halau Ku Mana New Century Public Charter School, equipment for four school vehicles for Halau Ku Mana, and plans for the Puowaina NHECC Phase II and replacement of the Papakolea Basketball Complex, with these funds to be managed by the department of education or the department of Hawaiian home lands as appropriate. The appropriations will remain available until June 30, 2028, and the act will take effect on July 1, 2026.
