This bill amends existing law to establish stricter regulations for strip or body cavity searches and camera usage in juvenile detention facilities in New Mexico. Specifically, it mandates that such searches can only be conducted if there is probable cause to believe dangerous contraband is present and cannot be discovered otherwise, and requires authorization from the detention facility superintendent or their designee. Furthermore, any strip or body cavity search related to a safety concern must be performed in the least intrusive way possible, and a detailed incident report documenting the search, including the child's information, probable cause, methods used, and personnel involved, must be completed and submitted to the superintendent by the next business day. The bill also prohibits the placement of cameras or recording devices in shower or toilet areas within these facilities.
