This bill mandates that all health insurers in Hawaii, including those in Medicaid managed care programs, must cover the cost of continuous glucose monitors (CGMs) and their associated supplies for individuals diagnosed with diabetes, regardless of insulin use, for policies and agreements issued or renewed after December 31, 2026. A CGM is defined as a device that continuously measures glucose levels via a skin sensor for at least seven days and transmits this data to help manage blood sugar. This coverage requirement applies if the CGM is medically necessary and prescribed by an authorized healthcare professional, and it can be subject to the same copayment, deductible, and coinsurance as other covered medical services, though it must include the cost of necessary repairs or replacement parts. The bill also directs the Department of Human Services to seek federal authorization to implement these changes within the Medicaid program and allows the Departments of Health and Human Services to accept gifts and grants to support access to CGMs.
