This bill enacts Alabama's participation in a federal tax credit program that allows individuals to receive a tax credit for making qualified contributions to scholarship granting organizations, which are non-profit groups that provide scholarships to students. Specifically, the bill directs the Alabama Department of Revenue to annually identify and publish a list of eligible scholarship granting organizations within the state that meet federal requirements, and to certify to the U.S. Secretary of the Treasury that Alabama is authorized to participate in this program for taxable years beginning after December 31, 2026, without requiring any state agency to create new rules for implementation.
